In Washington's farewell address, he explains he is refusing the presidency after being voted for office twice. This set a precedent for future presidents, even if it was not decreed in the law. He thanks the country for honoring and supporting him.  He encourages the people to follow the Constitution and unite. The United States should be united and have a sense of "affection" for one another, as factions only divide it. He advises America to expand its commercial relations but have as little political ties as possible. Finally, he cautions the United Sates to elect there administration carefully, as a nation, to prevent one "department" from taking over another.  

As Washington advised, the Neutrality Acts limited United States intervention in future wars.
